Ken Erickson opened the meeting with a motion to accept the minutes from the Annual Meeting of August 1, 2009.  Char Skistad mad a motion to accept the minutes and was 2nd by Lucy Fitzgerald.  Agenda approved.

 

Don Meidinger, treasurer, presented the financials for 2009 and 2010 to-date. 2009 ended with a balance of

$71,789.88. So far in 2009 we have received $42,315.87 and spent $6,142.93 with most of the year to come.

Jim Prondzinski made a motion to file the reports for audit and was 2nd by Rocky Swanson.  Accepted.

 

Membership is going very well for 2010, with 800 paid members to date. The Majors and Captains will meet tomorrow morning to receive the new directories along with the beach folders.  With 38 more members we will reach a record high!!

 

Website is upgrading to Constant Contact.  This will give us a better means of communication with a more professional appearance.  It will tie the newsletter and the website.  Better means of collecting information, emails and to upgrade property owner information. We will also be able to use ‘pay pal’ for direct deposit of dues and donations received.

 

Chuck Solum made a motion to donate $2000 to the Sailing School and was 2nd by Jim Prondzinski.  Approved.

 

Char Skistad made a motion to pay $250 for the insurance costs to Baker Insurance for the Swim Program and was 2nd by Marion Donnan.  Approved.

 

Clean up day will be Wednesday, June 16th.  Last year Ballard charged PLPOA over $9500. So we need to make changes.  This year we will not be picking up appliances or TVs.  If a property owner needs this service they can contact Ballard Sanitation directly and they will pick up for a $40 charge per appliance, $20 for TVs.

 

Jim Prondzinski spoke about the July 4th parade.  He is working with Kathy Hovey to prepare a mailing to send out with the Majors and Captain in the beach folders and directories.  The picnic plans are going well also.

 

Nick Valentine discussed the July 4th fireworks.  The contract is signed and all is going well.  Need volunteers.

The cleanup for July 5th may be helped by the Pelican Rapids 4-H group and other volunteers.!!

 

Gary Lawrence mentioned the road work scheduled for Hwy 9.  The first ½ may start in 2011. He has plans that can be viewed.  Some of the cottages on the west appear to be as close as 3’ to the road right-away.

 

Mike Ostbye, President of PGOLID, said that the mosquito spraying will start for the season next Thursday, before Memorial Day.  The buoys are in the lake. Curly leaf pond weed only has a few patches in the lake and MN DNR will not spray at this time.  Bill Zimmerman has resigned and Larry Kohler has replaced him. 

There are three spots open on the PGOLID board and they have three candidates to run for office.

They applied for a grant in 2009 for a rock upgrade to the dam and were refused. Will apply again this year with some changes, they could be accepted.  This grant would cover most of the costs for dam repair.

 

Upcoming events are July 31 for the Annual Breakfast and meeting. We are now lining up some guest speakers.  Also August 27 for the Appreciation Social. 

 

Don Anderson discussed the work that is being done with the Walleye Foundation.  All of their paperwork for the organization has been updated.  It is a sanctioned organization.  Their board consists of Don Anderson, Don Meidinger, Dave Majkrzak, Larry Kohler and Tom Sherman.  He also made a motion for a donation of $2000 for stocking fingerlings and was 2nd by Chuck Solum.  Approved.

PLPOA Annual Meeting – Unapproved Minutes

Saturday, 10:30 am  August 2, 2008  Fair Hills Resort

 

Moriya Rufer of PGOLID gave a presentation on healthy water foliage and safety tips.

 

Motion by Bill Hill to start the Annual Meeting at 10:15am. 2nd by Dave Wicklund.  Motion approved.

 

Beth from Fair Hills Resort made mention to the new take out menus on each table.

History Books are available from Helen DeHollander for $10 each.

 

Ken Erickson, President Elect, started the meeting with the pledge of allegiance.

Rocky Swanson, President can not be here because he is recovering from surgery in Fargo.

 

The minutes from the May 30th meeting were read and approved.

 

Don Meidinger - treasurer: read the 2007 financial report with beginning balance of $62,758, income of $68,063; expenses of $67,742 with a year end of $67,080. Don also read the year to date for 2008 of a beginning balance of $67,080, income so far of $60,732 and expenses of $47,514; with a current balance of $80,298. The 2008 actual budget should be close to budget projected.   The 2009 proposed budget expenses are $500 higher.

 

Helen DeHollander - Membership.  This year’s totals are about 840 and this is higher than 2007!!

 

Aldie Kelsven - Directory.  The beach captains are returning the beach folders and will start the update of names and address changes for the next directory.  The board made a motion to increase the advertising costs for 2009 so we will stay in line with the projected budget for 2009.  The directories will go to the advertisers at no cost ($20 value).

 

Faye Engkjer – Swim program.  Dunn Township paid $500 for 2007 and 2008 instructor’s fees.

For 2009 they will not pay this fee. The insurance fees for 2009 will not be covered by Dunn Township

So we need to pay about $250 for $1M of coverage.

 

Jeff Peltier – Communication.  The last newsletter is out. Claudia Danovic has resigned from her position. This is a team effort and is a lot of work.  Thank you Claudia.

- Website. Good viewer ship with 700 to 800 hits each month.  We have been sending out email reminder for scheduled events to all of the lake members for which we have current addresses.

- Feed Lot issues.  There will be a mailing going out to encourage ‘no swimming near the creek’ for 24 hours after a rain because of e-coli in the water coming out of the Bob Creek on the west end of Pelican Lake.

- Sailing School.  This year there were 30 kids in the sailing program in the three sessions. Their cost was $125 per person.  This program is subsidized by PLPOA and volunteer time in the program.

 

Skip Duemeland – July 4th parade.  The parade is growing.  This year there were 10 pontoon floats and 8 classic boats.  Another grill is needed and has been donated for the next picnic. Dale Haakenstad helped with the picnic grilling.  Jim Prondzinski, from Broadwater Beach, was introduced and is eager to go as the 2009 chairman of the parade.

 

Nick Valentine – July 4th fireworks.  Volunteers such as Allen Wiig and Chuck Solum man the parking lots of over 600 cars. Bill and Dorthy Zimmerman and Mary and Heidi Swanson along with the 4-H club from Pelican Rapids come on the 5th for two hours of clean up.  Thank you to all. Nick said that it was another great year of weather for the fireworks display.

 

Ken Erickson - Clean up Day went well in June.  No comments of concern.

 

Karen Hart – Nominating Committee.  Remaining on the board for re-election are: Jack Delvo, Dave Gordon, Mike Ostbye, James Sugihara and Nick Valentine.  Going off the board are Al Selvig and Jim Gibb.  Nominations for the new board members are: Pat Tollefson, Julie Friederichs, Jim Beckstrom Jim Elliott, Kathy Hovey, Curt Winter and James Prondzenski. No other names were added from the floor. Karen Hart made a motion to place these names in nomination and was 2nd by Earl Herring.  Motion carried.  

 

Ken Erickson – Feed Lot Issue.  The water coming in from Bob Creek has been regularly tested and aerial photos have been taken of the Lewis Farm.  $7500 is in the 2008 and 2009 budgets for legal costs.

 

Jeff Peltier – Sewer Inspection.  Otter Tail County has been checking all septic systems that are 20 years old and over. There are 981 septic systems on the lake and 281 have been inspected.  The reports were read with 25% of these systems abated. This is 7% of the total systems on the lake.  They have one year to update their systems. 

 

Nancy Kapaun reminded everyone of the August 16 meeting for Hwy #9 construction.  This will be held at the Lake Region Electric building in Pelican Rapids at 10:00 am.  Larry Lawrence is the PLPOA representative for these committee meetings.

 

Mike Ostbye reminded everyone of the PGOLID Annual Meeting on August 16 at Fair Hills in the pavilion.  Elections start at 8:00 am.

Introduction of Mike Ostbye - president of PGOLID. Mike introduced the president and members from Lake Region Electric.   The next Thursday at 5:30pm is their annual meeting at Underwood and will serve the Underwood Lyons pork chops.  All welcomed.

31 acres in the lake of curly leaf will be sprayed soon.   The buoys are out on the lake for the year.  Mosquito spraying will start the end of May.  Tent caterpillars did not mature this year but will be watched in the future.  Water quality is being monitored on the lake.

370 hours of boat inspection and boater education is being provided on Lakes. Eurasian mill pond is as close as Bucks Mill coming from Detroit Lakes to us. This does respond to chemical application.  PGOLID’s next meeting is 8:00 Saturday, May 31 at Cormorant Town Hall.

 

Moriya Rufer – presentation on some of septic systems around the lake and need for upgrade and further inspections.   More information will be on their website.

 

Minutes of the July 28th, 2007 board meeting read and approved. Motion by Don Anderson and 2nd by Bill Collins.   Motion carried. Minutes approved.

 

Treasurer’s report was read by Fred Manuel for Don Meidinger.  Copies attached. This is the first year that the budget expense exceeds the projected income by over $3,800.

 

Membership – Helen DeHollander.  790 paid membership todate for 2008.  Total for 2007 was 834.

We are ahead for the year.   Great work.

 

Directory – Aldie Kelsven.   The book will go to the majors and captains Saturday morning at a brunch that is to be served here at Fair Hills Resort.  36 of the 52 majors and captains will be there.

 

Newsletter – Jeff Peltier.  He said that Claudia Danovic’s first newsletter is out and Claudia is on her way back to the Lake from Arizona.  The next letter out before July 4th.

--Website  -  Jeff Peltier.  Website was redone this winter. The viewer numbers are rising.

--Sailing School – Jeff Peltier.  Two 2-weeks sessions for kids early July and then again the second half of July.  Adult’s private lessons are by appointment.

 

July 4th  -  Parade – Skip Duemeland.  Millie MacLeod and Vance Johnson will help again this year.  Vance will grill food on the new grill that PLPOA bought for them last year.  Theme for 2008 is “My Favorite  TV Program”.  Start time will be 10:00 am.

Residents from Fish Lake, Little Pelican Lake and Bass Lake are welcome to view from the Yacht Club yard.

 --Fireworks – Nick Valentine.  Start time is 10:30 pm on the 4th.  Same fireworks company, radio station, and support services as before.  There is a potential for additional fencing on the pasture this year.  Volunteers are needed for traffic and clean up.

 

Clean up Day – Rocky Swanson for Brent Jenkins.  One day, Wednesday, June 18th.

No: Batteries, tires, computers or construction materials.

 

Feed Lot issue – Dave Majkzrak.  Lake sampling on the west end of the lake has shown high levels of phosphorus and e-coli.  We have tried to work with the farmer on the west end of the lake for several years with no response.  We have hired an attorney to communicate with them.  We have taken aerial photos last fall and again this spring.  There are 800 head of cattle on this pasture land that connect to the west end of Pelican Lake.  There is no law suit at this time.

 

Water levels – Vic Horne.  Water levels are .200 over high water level.  Vic put together an agreement with Ida and Cormorant.  Ida has signed but Cormorant has not signed the agreement yet.

Cormorant wants to widen and deepen the flow.

 

Walleye Foundation – Don Anderson.  Vic Horne and Mac Trainer started this foundation several years ago. They need funds to keep working. November 4th they placed 4,000 fingerlings ($1.25each) half in the east end and half in the west end of the lake.  The DNR and the Walleye Foundation alternate years for placing fingerlings.

 

Mike Ostbye for PGOLID - They need three new board members.  One needs to be a resident.

 

Presidential Gift – to Dave Majkzrak.   The gift was wooden Pelican Lake plaque.

 

Question – do we know when Hwy #9 is scheduled for construction?  It is now scheduled for 2011.
